HIV/AIDS Initiative
HIV was first notified in China in 1985; since that time, the problem
of HIV and AIDS has increased in significance and impact. It is
estimated that HIV has already infected over 1 million people and
that the number could reach 10 million within a decade.
Despite the already significant numbers of people
affected by HIV, China’s response to the epidemic is in its
infancy. It is in this context that the UK Consortium on AIDS and
International Development has sought to clarify the details of the
emerging response of U.K. agencies, in particular by Consortium
members, to the situation in China. Some agencies are already either
running programmes in China or are about to. This offered us an
ideal opportunity to share current knowledge and programme location,
target groups and programme aims and objectives. Further, it was
felt that there may be an opportunity for UK based Development NGOs
to inform and influence the UK government’s Department for
International Development (DFID) in their response to HIV and AIDS
in the area. We felt that this was also an opportunity to take a
more strategic and broadly co-ordinated approach to the UK based
INGO response to the HIV epidemic in China particularly around the
sharing of lessons learned and advocacy.

with this process of clarification and strengthening of UK-China
