UK Government Consultation with NGOs and Civil Society

The UK Government has now produced its new strategy on HIV/AIDS*. The Strategy builds on the conceptual foundation of the UK Call for Action paper published December 2003 to set out the UK's planned response to tackle HIV/AIDS internationally.

As part of the process of developing this strategy, and at the Department for International Development's request, the Consortium on AIDS and International Development co-ordinated a consultation with NGOs and Civil Society. The objective was to ensure the widest possible consultation amongst Consortium members (and where possible their country offices and partners).

Synthesised comments from the written responses from Civil Society to the Draft UK Governments New Strategy on HIV and AIDS in the Developing World. The Document is structured in 4 parts: General comments, responses to the 7 questions, responses to the 18 questions in the Treatment and Care Paper and appendices.

"This Consultation Document has been prepared as part of the process of producing a new UK Government Strategy on HIV/AIDS. It is not a statement of government policy but rather a paper to encourage feedback and ideas on what should become UK policy. The document describes actions that the UK Government is proposing need to be taken as part of the global response to the epidemic. This Consultation Document continues the discussion initiated by the UK Government’s Call for Action on HIV/AIDS and will serve as the basis for a far-reaching consultation with civil society, NGOs, international, multilateral and donor bodies, the private sector and developing country Governments.

The new Strategy will be published later this year. The primary question being posed during this period of consultation is: what role should the UK Government play in the global response to HIV/AIDS? In particular:· How best can the UK Government work with its partners?· What is the best balance between UK led action and our support of international action?· What is the best balance between multilateral, bilateral and research activity?· What should be the balance of work with Government, civil society and the private sector? · What should be the balance between prevention, treatment and care, and impact mitigation?· How should the UK focus its attention between emerging epidemics and highly affected countries? · How much attention should be given to Middle Income Countries (especially those risking greater impoverishment because of HIV/AIDS)?"
