The Seminar was co-chaired by Sue Lucas and Hilary Curtis and theme groups were facilitated by Kathryn Carovano, Carolyn Green, John Howson, Mick Matthews and Philippa Saunders. This final report was compiled by Jane Cole (rapporteur) and edited (print and web versions) by Siobhan Wilson.

The UK NGO AIDS Consortium is a group of organisations who work together to understand and develop effective approaches to the problems created in developing countries by the HIV epidemic. It enables each agency to bring its own experiences to be shared and used to help all the members improve their responses to the epidemic. As the Consortium depends on its members not only to share knowledge, but also to support it through membership contributions, it can maintain a voice which is independent and can genuinely reflect the concerns of NGOs working in the field.
